Singapore’s Ministry of Home Affairs has announced a leadership transition at the Gambling Regulatory Authority, with Teo Chun Ching set to relinquish his role as chief executive on June 2, 2026. Teo, 52, currently serves as Chief Executive of the GRA while concurrently holding the appointment of Deputy Commissioner of Police for Policy.
During his tenure, he oversaw the transformation of the former Casino Regulatory Authority into the broader Gambling Regulatory Authority in 2022. The restructuring significantly expanded regulatory oversight from casinos to all forms of gambling, supported by the introduction of the new Gambling Control Act. Several legacy gambling laws were repealed and replaced under the updated framework.
As Chief Executive, Teo led digital and data transformation efforts within the regulator, strengthening system security and building advanced analytics capabilities.
These initiatives supported policy development aimed at addressing problem gambling and money laundering risks, while enabling the authority to respond to emerging technologies and new gambling products. Under his leadership, the GRA also worked with the Ministry of Home Affairs to introduce amendments to the Casino Control Act in 2024 to modernize casino oversight.
Tan Sin Heng Daniel, 54, currently Commander of the Traffic Police in the Singapore Police Force, will assume the role of Chief Executive. Tan previously held senior appointments including Deputy Commissioner for Policy and Transformation at the Singapore Prison Service and Director of Planning and Organisation at the police force.
In his recent role, Tan implemented legislative changes to strengthen road safety and advanced the use of technology, including AI-enabled analytics and next-generation patrol vehicles. Officials said his experience in policy reform, transformation, and operational leadership will support the GRA’s continued evolution in a rapidly changing gambling landscape.
The Gambling Regulatory Authority was formed in 2022, replacing the Casino Regulatory Authority and expanding oversight to cover all gambling products under Singapore’s Gambling Control Act
