The Alcohol and Gaming Commission of Ontario (AGCO) has issued $40,000 penalties to both Relax Gaming and Arrise Solutions Limited after discovering games created by the entities on regulated platforms.
“Ontario’s regulated iGaming market is built on clear rules designed to protect players and hold companies accountable,” AGCO CEO and Registrar Dr. Karin Schnarr said.
“Unregulated gaming sites operate outside that framework, meaning players have no assurance of fair games, timely withdrawals or access to meaningful dispute resolution. When regulated games appear on unregulated sites, it risks enabling a market that exposes players to real harm.
Relax Gaming and Arrise Solutions are currently registered by the AGCO to create and supply slot and casino-style games for regulated iGaming platforms in the province. The Ontario regulator prohibits licensed suppliers from offering products to unregulated sites which can be made available to residents.
According to the AGCO, both organizations “cooperated fully” with the investigation and took immediate action to restrict access to its games on unregulated sites.
In February, the AGCO issued a notice of proposed order to suspend the iGaming registration of PointsBet for a five-day period, alleging the operator failed to report suspicious betting patterns that were related to the investigation of former NBA player Jontay Porter.
Soon after the investigation was first introduced, the AGCO requested all Ontario-regulated sportsbooks to confirm whether it had offered bets on Porter or if any suspicious betting activity was found in relation.
Following a “significant delay,” PointsBet advised the AGCO it had not offered any bets on Porter leading up to the suspension.
However, the public release of a US Department of Justice indictment forced the AGCO to once again confirm with Ontario operators whether any suspicious betting had occurred on Porter markets. 18 months after stating it never provided bets on the former NBA player, PointsBet acknowledged it offered such wagers for the first time.
The AGCO announced the appointment of Danielle Cerisano and Dr Anne Snowdon to its Board of Directors during February 2026, intended to support effective governance and strategic oversight
