Chile’s state lottery operator, Polla Chilena de Beneficencia, has filed a formal complaint against four advertising and audiovisual production companies.
The complaint is over campaigns promoting online betting operators not authorized in the country.
The complaint was submitted before Chile’s Advertising Self-Regulation and Ethics Council (CONAR) and alleges violations of the Chilean Advertising Ethics Code linked to campaigns produced during 2025 for operators including Coolbet, Jugabet, Betano and Rojabet.
According to the filing, the campaigns contributed to the promotion and normalization of online betting platforms operating outside Chile’s regulated framework.
Polla Chilena specifically accused production company Enelblanco.TV of creating commercials for Coolbet featuring former footballer Claudio Bravo, while also questioning the appearance of a minor in the advertisement.
Another company, Draff.TV, was targeted over an animated campaign for Jugabet that allegedly used video game-style visual elements capable of attracting younger audiences without adequately highlighting gambling risks.
The complaint against advertising agency Ampfy relates to Betano campaigns broadcast through sports channels, with Polla Chilena arguing the ads associated betting with leisure and relaxation while downplaying potential financial harm.
Meanwhile, PartnerProd.cl was linked to television advertisements for Rojabet featuring football matches combined with live betting odds and mobile app graphics.
The companies involved have defended their participation, arguing their roles were limited to technical or production services carried out under client instructions.
Recently, the International Betting Integrity Association (IBIA) and the Chilean Association of Online Betting Platforms (aPAL) signed a cooperation agreement aimed at supporting sustainable regulation for the national sector.
