The Montenegrin Gambling Administration has reported growth in state revenue from gambling activities for the first five months of 2026, reaching  €19.9m ($23.1m), an increase of 33.69% compared to the same period last year.

Regarding gambling verticals, the highest revenue was generated in online gambling, at €8.7m, representing a 41.68% year-on-year increase. Revenue from slot halls reached €4.6m, a 56.87% year-on-year growth. Betting revenue increased 12.63%, reaching €4.5m. Finally, casino gaming revenue amounted to €2.1m, a 16.73% growth.

A particularly strong result was recorded in May, when revenue reached €4.4m, representing an 81.83% increase over the same month last year.

The Gambling Administration argues that achieved results are due to improvements in the regulatory and supervisory framework, leading to more efficient collection of legal obligations. At the same time, the Administration's newly implemented information system enhanced the ability to supervise operators more effectively.

Officials noted: ‘’Thanks to the stable and reliable operation of the system, as well as full connectivity among all operators, more efficient real-time monitoring of business operations and financial flows was ensured, contributing to more accurate recording of activities and greater efficiency in controlling and collecting legally prescribed obligations.’’

Good coordination and close cooperation with the Ministry of Finance represent an important segment in the implementation of Government of Montenegro policies in the field of gambling.’’

In April, the Montenegrin Government adopted a proposal to amend the Law on Personal Income Tax, introducing a uniform tax rate of 12% on all gambling winnings and abolishing the tax-free threshold of €50.

It was noted that operators allegedly divided player winnings into multiple payouts to keep the amounts under €50, thereby avoiding taxation.
