Ukraine’s gambling regulator PlayCity has imposed penalties of more than UAH 4.7m on “Slots UE,” the operator of the Betking brand, following an unscheduled inspection that identified repeated regulatory breaches.
While local legislation allows for both scheduled and unscheduled inspections of gambling operators, the full implementation of scheduled inspections was only recently resumed due to martial law and other restrictions.
The inspection found that the operator continued to allow gambling accounts to be funded using bank cards belonging to third parties, in violation of Ukraine’s gambling legislation.
PlayCity issued a fine of UAH 4.3m for the breach. An additional penalty of UAH 432,350 was imposed for failing to comply with a previous regulator order requiring the operator to address the same violation.
The regulator said the case highlights the need for continuous and systematic oversight of Ukraine’s gambling market.
Playcity has, indeed, increased its enforcement activity and sector oversight. Last month, it revoked the licences of Favorit Casino and Favbet VIP Casino over links to Russian ownership, either directly or through their ultimate beneficial owners.
In May, PlayCity fined All City Games UAH 4.3m after a gambling account was funded using a third-party bank card. Earlier, it revoked the operating licence of Favbet Game Slots following a major compliance investigation and imposed a UAH 933m fine.
The regulator also attempted to revoke the online casino licence held by Cosmolot after identifying alleged breaches related to payment processing. Shortly afterwards, a Kyiv court temporarily suspended the decision, allowing the licence to remain valid while legal proceedings continue.
