Ukrainian regulator PlayCity has fined operator All City Games UAH 4.32m for violating gambling legislation requirements, following a complaint from a player and an unscheduled inspection of the operator’s online system.
During the inspection, authorities found that a player had topped up their gaming account using a bank card belonging to a third party.
PlayCity said operators are required to maintain strict control over payment transactions and ensure that only authorised payment instruments are used. Allowing deposits from third-party cards is considered a breach of those requirements.
The regulator also noted it has stepped up enforcement activity this year, carrying out seven scheduled inspections and four unscheduled inspections of gambling operators.
PlayCity has also previously taken action against other operators in the market, including revoking the operating licence of Favbet Game Slots following a major compliance investigation and imposing a UAH 933m fine.
Furthermore, the regulator recently attempted to revoke the online casino licence held by Cosmolot after identifying alleged breaches linked to payment processing.
Shortly afterwards, a Kyiv court temporarily suspended the regulator’s decision to revoke the operator’s licence, meaning the licence remains valid while the legal dispute continues.
Global Gaming Insider followed up with Cosmolot for a comment on the developments. The operator said it had recently received a new five-year licence and passed a scheduled inspection that found no violations serious enough to justify fines or revocation.
Cosmolot also said it views the situation as an example of biased treatment and regulatory pressure, adding that the court ruling shows that regulatory decisions can be subject to independent judicial review.
