Lottery retailers propose digitizing Brazil's Federal Lottery

The Brazilian National Association of Lottery Retailers (ANEL) has submitted a proposal to Brazil's Secretariat of Prizes and Bets (SPA) suggesting the Federal Lottery migrate to a digital operating model. 

The proposal comes amid broader discussions about modernizing Brazil's lottery sector and updating how products are sold, distributed and marketed to bettors.

Caixa Econômica Federal, Brazil's state-owned bank and the entity responsible for administering the country's federal lotteries under delegation from the Federal Government, had planned to launch its own online betting platform as part of a project to modernize its lottery offering. 

That project was shelved following political pressure from within government and the sector, and is now unlikely to launch before 2027 at the earliest, with people familiar with the matter suggesting a permanent cancellation remains possible depending on how the broader regulatory and political landscape develops in the coming months.

ANEL frames the shift as a way to improve accessibility and expand the Federal Lottery's commercial reach, adapting to consumption patterns already seen in other segments of the lottery market as digital platforms and electronic channels gain traction. 

The association stressed that any digitization should preserve the role of Brazil's physical lottery retail network, known locally as the Rede Lotérica, which remains central to delivering services nationwide, including in-person support and reach into thousands of municipalities. 

“ANEL reaffirms its commitment to monitoring and developing proposals focused on the future of the lottery sector, working on issues related to modernization, sustainability, and strengthening the category,” concluded the association. 

The association added it will continue tracking structural issues affecting the lottery sector, with the Federal Lottery's digital future now among the strategic topics on its agenda.
