Cambodia is launching nationwide inspections of physical casinos as authorities tighten enforcement against unauthorized online gambling and cyber scam operations.

The Commission for Combating Online Scams (CCOS) and Commercial Gambling Management Commission of Cambodia (CGMC) will coordinate inspections across 16 provinces with licensed casinos beginning this month.

The initiative will involve officials from several government and law enforcement bodies, including the Ministry of Labour and Vocational Training, National Police, immigration authorities, provincial administrations and prosecution offices. 

Authorities said the inspections will focus on ensuring casinos comply with their license conditions and do not host unauthorized online gambling operations. Casinos found violating the rules could face administrative sanctions, while cases may also be referred to law enforcement for criminal action.

The inspections coincide with Cambodia's suspension of online gambling operations at licensed casinos from October. The measure was approved as authorities seek to address links between some online gambling activities and cyber scams, as well as concerns over monitoring associated financial transactions.

During the suspension, officials plan to strengthen the legal framework, digital infrastructure and regulatory systems governing the sector. Online gambling will only be permitted to resume after a new management framework has been completed.

The CGMC is separately developing a framework to assess casino operators during the licensing and renewal process. The system is expected to establish minimum suitability requirements under Cambodia's gambling laws.

The measures follow a wider enforcement campaign against online scam networks. Between July 2025 and August 31, 2026, authorities investigated 793 suspected locations and raided 624 sites, dismantling 86 scam centers.

Enforcement action during the period also involved 27 casinos. Authorities revoked the licenses of 18 properties and suspended another nine as investigations into gambling-linked scam operations continued.
