Cambodia has revoked 18 casino licenses and suspended nine others following investigations into alleged technology-enabled scam operations at gambling properties.
The Secretariat of the Commission for Combating Online Scams announced the actions following joint enforcement with the Commercial Gambling Management Commission of Cambodia. The work was conducted under a government order issued in July 2025.
Authorities said the revocations resulted from ongoing investigations rather than Cambodia’s separate decision to suspend online gambling operations linked to casinos from October.
During the forthcoming suspension, the Government plans to update its regulatory framework, digital infrastructure and supervisory capabilities. Casinos that continue unauthorised online operations could lose their licenses.
Interior Minister Sar Sokha said livestreamed gambling activity from casino premises had made associated financial flows difficult to monitor.
The CCOS is working with police, prosecutors and the Cambodia Financial Intelligence Unit to freeze and confiscate assets connected with the 18 properties. The affected businesses include multiple Jin Bei-branded casinos, Casino Ying Huang and Golden Fortune Resorts World Casino.
Government figures covering enforcement through 31 August recorded activity across 663 locations and the closure of 86 suspected scam compounds. Authorities reported freezing more than $300m in bank accounts, initiating court proceedings against 3,927 people and rescuing and repatriating over 22,000 foreign nationals.
Sokha also warned Cambodian citizens against accepting high-paying employment offers from fraud networks. According to the minister, some locally recruited workers receive more than $600 per month to contact up to 10,000 telephone numbers daily.
When a potential victim responds, the contact may be transferred to senior members of the operation for alleged investment, romance or recruitment scams, he said.
The enforcement action coincides with a wider review of Cambodia’s casino-licensing system, including proposed minimum suitability requirements for obtaining or renewing licenses.
The Government is also reviewing draft legislation intended to strengthen penalties for illegal gambling.
Meanwhile, first-half casino and gambling tax revenue declined 25.8% to approximately $28m, although officials expect full-year collections to exceed the annual target.
