The Virginia Lottery has reported the state's sports betting activity throughout November 2025, as the total adjusted gross revenue (AGR) produced by mobile operators and retail casinos increased 18.2% to $95.3m.
Along with the growth witnessed in AGR for November 2025, Virginia bettors generated a total handle of $798.9m between online and retail wagering, equating to a rise of 5% from the prior year period.
Virginia bettors were also able to take home nearly $699.7m in total winnings throughout November 2025, representing a combined 12.4% hold for operators across the state. Mobile operators accounted for just over $95.1m of November 2025 revenue and increased 18.9%, while retail casinos produced $193,052 but fell 71% year-over-year.
Sports betting operators currently conducting business in Virginia submitted $14.3m in tax payments to the state's General Fund Allocation and the Problem Gambling Treatment and Support Fund after paying just over $12.1m for November 2024.
On December 15, the Virginia Lottery reported the state's total casino activity for November 2025, as revenue increased 31.4% to just over $83.5m and was aided by the introduction of a temporary gaming hall in Norfolk.
The facility is part of a larger $750m permanent resort and casino project led by Boyd Gaming executive Rob Bailey, expected to open in 2027.
Caesars Virginia once again generated the highest revenue of any casino property throughout the monthly period, reporting $33.7m for an increase of 70.5%.
Hard Rock Bristol and Rivers Casino Portsmouth generated $21.6m and $25.8m throughout November 2025, respectively, equating to growth of 19.3% and 0.2%.
