Brazil’s Secretariat of Prizes and Betting (SPA) has opened a public consultation on a proposal to formally recognize service providers supplying licensed fixed-odds operators, as part of its efforts to strengthen the regulatory framework governing the sector.
The consultation invites contributions from civil society, including industry associations, licensed operators, suppliers and other market participants.
The initiative is included in the SPA’s Regulatory Agenda for 2025-2026 and represents another step in the regulator’s transition from institutional setup to active market supervision.
According to the SPA, the consultation aims to gather technical input that can help refine the draft regulation and ensure that the final rules reflect the operational realities of Brazil’s regulated market, while also reinforcing protections for players.
The proposal focuses on the formal recognition of the operational capacity of companies that provide key services to fixed-odds betting operators.
These include betting systems and platforms, online games and live casino studios, player identification and risk-classification services, as well as data providers that support betting operations.
By establishing minimum requirements and a recognition mechanism for these suppliers, the SPA said the measure is “intended to improve accountability across the betting ecosystem and strengthen tools to prevent illegal activity.”
The regulator argues that clearer standards for third-party providers can increase the responsiveness of economic agents involved in the market and support compliance efforts by licensed operators.
The consultation will remain open from February 4 until March 23, 2026.
Contributions must be submitted through the Brasil Participativo platform, using the dedicated section for the consultation on recognizing the operational capacity of betting service providers.
Participants may comment on specific chapters, sections or individual provisions of the draft ordinance.
