The Brazilian Association for Compliance, Best Practices, Ethics and Transparency in Betting (ABC-Bet) has issued an official statement regarding Bill No. 3.563/2024, which proposes banning advertising for fixed-odds betting in Brazil.

In a technical position prepared by its Marketing Committee (CT-Marketing), the association said the issue should be approached with balance, noting that Brazil’s federal regulation of betting has been in force for just over a year. 

It described the current framework as one of the most comprehensive globally, covering authorization, supervision, responsible gambling, commercial communication and the protection of vulnerable groups.

According to ABC-Bet, licensed operators are subject to federal authorization, continuous oversight and detailed advertising rules, including restrictions on communication directed at minors, limits on promotional practices and obligations related to responsible gambling messaging.

The association argued that advertising by authorized operators is part of the regulated model adopted by Brazil and should not be assessed in isolation. 

It also said responsible communication allows consumers to identify licensed companies, differentiate them from illegal platforms and access information about spending limits, support channels and risks associated with betting.

A different association, the Brazilian Institute for Responsible Gaming (IBJR) aligns with ABC-Bet and also issued a statement expressing concern over the bill, warning that broad restrictions on advertising could unintentionally strengthen Brazil’s illegal betting market.  “Excessive restrictions on legal communication only weaken the regulated market and strengthen the space for clandestine platforms, which are not subject to any rules.”

ABC-Bet reaffirmed its commitment to full compliance with federal regulation and to promoting a supervised and responsible betting market in Brazil.
