Veikkaus has reported €936.3m ($1.09bn) in revenue for 2025, alongside an annual profit of €447.2m, as the company prepares for major regulatory changes to Finland’s gambling market.
According to the operator’s annual figures, Veikkaus employed 1,194 staff during the year and served approximately 2.7 million registered customers.
All gameplay on the operator’s platforms now requires identification, resulting in 100% authenticated gaming across its services.
Notably, digital channels accounted for 61% of the company’s gross gaming revenue (GGR), reflecting the growing role of online platforms within its offering.
During the year, Veikkaus introduced several initiatives aimed at expanding its product portfolio and improving customer experience. In June, the operator launched a new daily lottery game called Milli, offering a €1m jackpot for players who match six numbers. The launch represented the company’s most significant lottery introduction since Eurojackpot debuted in Finland in 2012.
The company also upgraded its fixed-odds sports betting platform for Pitkäveto in partnership with OpenBet, allowing Veikkaus to expand the number of available betting events and offer more competitive odds.
Elsewhere, Veikkaus’ international B2B subsidiary Fennica Gaming continued its global expansion. By the end of 2025, its digital games were available in 17 countries across Europe and North America, including markets such as Belgium and Canada.
CEO Olli Sarekoski described 2025 as a turning point for the company. In December, Finland’s parliament approved a new Gambling Act that will transition the country from a monopoly system to a partial multi-license market. Under the framework, companies will be able to apply for licences for sports betting and online casino operations starting 1 March 2026 – with the new system expected to take effect on 1 July 2027.
Veikkaus stated that it is continuing to invest in digital capabilities, artificial intelligence and product development as it prepares to compete in the forthcoming market environment.
This regulatory shift follows a period of broader organisational change at Veikkaus. In December 2025, the company confirmed an executive restructuring tied to its preparations for the new market model, including the transition of Deputy CEO Velipekka Nummikoski to a project-focused role.
More recently, a January 2026 report confirmed that Finland's de-monopolised market is now targeted to open on 1 December 2026, with Veikkaus set to retain its monopoly over lottery-type products, scratch cards and physical gaming, while ceding its exclusive position in online slots and casino games.
