Rio de Janeiro’s state lottery, Loterj, has confirmed a leadership transition with Fabiola Esteves assuming the presidency of the autarchy, following three years serving as vice-president.
The transition comes as the organization continues to implement regulatory and operational measures introduced in recent years. In its statement, Loterj indicated that the change in leadership does not alter its current direction, with existing policies and frameworks expected to remain in place.
Esteves referenced the previous administration’s work and stated that the focus will remain on maintaining and refining current processes. The organization reiterated its emphasis on regulatory oversight, compliance standards and the monitoring of authorized operators.
“The transition occurs within a context of consolidating structural advancements in the gaming and betting sector in the State of Rio de Janeiro, resulting from actions guided by regulatory modernization, operational integrity and a permanent commitment to the public interest,” stated the company.
Loterj also highlighted ongoing priorities related to market supervision and enforcement, particularly in relation to illegal activity.
The lottery has positioned enforcement and coordination with other public bodies as part of its operational scope, reflecting efforts across Brazil to address unlicensed betting.
Earlier this year, Loterj was also invited to participate in the United Nations tourism initiative, further integrating the lottery into discussions around economic development and sector governance.
“Loterj remains steadfast in its institutional mission of excellence in public management, contributing to the sustainable development of the betting sector and to the generation of economic and social value in the State of Rio de Janeiro,” concluded the lottery.
Loterj’s increased social investment from BR1.3m ($238,576) in 2021 to BR45m in 2025 during the previous administration
