A new legislative proposal in Puerto Rico is aiming to significantly expand the island’s gambling offering, positioning the jurisdiction as a potential “Las Vegas-style” destination in the Caribbean.
Senate Bill 960, introduced by Senator Roxanna Soto Aguilú, proposes amendments to the existing Gaming Commission law to allow new verticals including standalone poker rooms, interactive electronic lotteries and betting on esports tournaments.
The initiative is framed as a revenue-generation strategy, with projections suggesting an additional $50m to $100m annually for public finances.
The proposal follows a fiscal year in which gambling activities generated approximately $362m, with $183m directed to government revenues.
Aguilú has argued that expanding permitted gaming activities could enhance tax collection, stimulate employment and attract new tourism segments, particularly linked to esports and competitive gaming.
“This legislation aims to increase tax revenue, maximize employment and development opportunities, and open up new service opportunities,” she said.
Under the bill, independent poker venues would operate outside traditional casinos, subject to licensing, minimum infrastructure requirements and a 15% tax on gross income.
Esports betting would be taxed at 12% on net winnings and interactive lottery products would carry a 20% contribution, set in part for social programs and responsible gambling initiatives.
The proposal also shows fiscal pressures with the Senator highlighting the need for new revenue streams amid budgetary constraints imposed by oversight mechanisms.
However, the initiative has faced pushback from industry stakeholders.
A similar ambition can be seen in Brazil, where the state of Rio de Janeiro is positioning itself as a domestic “Las Vegas”-style destination. Led by Loterj, the initiative includes concepts such as sports bars combining betting, live events, Video Lottery Terminals and nightlife.
Puerto Rico’s bill will now move through the legislative process, with further analysis expected during upcoming committee discussions.
