Brazil’s state-level enforcement of gambling regulation continues to intensify, with authorities in Paraíba issuing new warnings over the spread of illegal instant lottery terminals.
The State Lottery of Paraíba (Lotep) has alerted both consumers and business owners to the presence of unauthorized electronic terminals installed in commercial establishments across the state.
According to the regulator, these machines mimic legal video lottery products but operate without proper accreditation.
Officials highlighted that some of these terminals attempt to simulate legitimacy by displaying falsified documents attached directly to the machines. In contrast, authorized operators are verified through official Lotep channels and are linked to licensed companies, rather than relying on visible certificates.
Lotep confirmed that only four companies currently hold valid authorization to operate instant lottery services within Paraíba. Their terminals are expected to display clear corporate identification, including branding and verifiable company information, allowing for straightforward validation by retailers and consumers.
Any equipment not linked to one of these authorized entities is considered illegal.
Authorities warned that such operations may constitute consumer fraud, particularly as the machines are designed to resemble regulated gaming products and can mislead users into believing they are participating in legitimate activities.
The regulator also emphasized the risks for commercial operators hosting these terminals.
Businesses found to be facilitating unauthorized gaming could face administrative penalties, including fines, equipment seizure and temporary closure, as well as potential criminal liability related to illegal gambling and tax evasion.
In southern Brazil, Paraná’s state lottery (Lottopar) is conducting new on-site inspections across municipalities to strengthen compliance and consumer protection
