The Philippine Amusement and Gaming Corporation (PAGCOR) has retained its ISO 9001:2015 certification for a fourth consecutive cycle following a three-day recertification audit conducted in December 2025.
The regulator said its Chairman and CEO Alejandro H. Tengco formally received the certification from DQS Certification Phils. Inc. during a ceremony at PAGCOR’s corporate office in Pasay City on April 16.
According to PAGCOR, the surveillance audit ran from December 15 to 18, 2025 and covered 17 existing sites. These included the corporate office and Casino Filipino branches in Tagaytay, Angeles, Citystate, Cebu, Ilocos Norte, Bacolod, Olongapo, Grand Regal and Malabon Grand.
Branches in Binondo, Greenery, Manila Grand Opera, Kartini, Networld, Tropicana in Las Piñas and Oriental Pearl were also included within the certification scope.
The agency said the certification reflects compliance with the ISO 9001:2015 quality management standard, which focuses on consistent processes, governance and continuous improvement.
PAGCOR said DQS cited the agency’s leadership and strategic direction, governance and regulatory compliance, and digitalization efforts designed to improve process efficiency.
It also pointed to operational resilience, safety culture, customer service standards, sustainability measures and employee training and competency development.

The certification will remain valid until March 22, 2029, provided PAGCOR completes annual surveillance audits during the period.
The recertification covers both PAGCOR’s regulatory and operating functions at a time when the Philippine gambling market continues to change, particularly as online and electronic gaming expand and the regulator oversees a shifting revenue mix across licensed segments.
PAGCOR’s certification update follows its latest market data showing online and electronic gaming became the largest contributor to Philippine gross gaming revenue in 2025, overtaking licensed casinos for the first time.
The certification followed an audit completed in December 2025. Annual surveillance audits will determine whether it remains in force through March 2029
