Colombia's gambling regulator Coljuegos has put a draft regulatory agreement out for public comment that would replace the framework governing Baloto, the country's main online lottery.

Designed to govern the next concession cycle beginning in May 2027, the proposal introduces a third weekly draw for Baloto and Revancha, formally authorizes streaming as a channel for official draws and sets out the operational requirements for the game's future operator.

 The document covers everything from ticket content requirements to fiduciary account structures, giving potential bidders for the upcoming concession a detailed picture of what the next contract will demand.

One of the more concrete shifts is on draw frequency. Baloto and Revancha would move from two draws per week to three, with Monday added to the existing Wednesday-Saturday schedule. For Miloto, the draft sets a floor of four draws weekly, and allows the operator to propose up to five additional draws per week subject to the President of Coljuegos' approval.

On the technology side, the draft introduces a full framework for streaming draws in real time, requiring a strong internet connection, redundant internet links from separate providers and simultaneous retransmission across at least two official social media accounts on different platforms. In addition, recordings must be kept available for the duration of the concession plus two additional years.

The prize structure for Baloto carries a minimum payout floor of 50% of gross revenue. The first-prize allocation shifts between 34.2% and 32% of gross depending on cumulative jackpot drop probability, with the difference feeding a reserve fund capped at COP8.6bn ($2.4m). 

The minimum opening jackpot is set at COP4.3bn. For Miloto, the draft codifies a roll-down mechanism that redirects accumulated prize money to lower-tier categories when no five-number winner exists in a given draw.

The framework also formalized a tiered royalty structure for Miloto based on monthly ticket volume, with rates sliding from 26% for low-volume periods down to 17% once sales exceed 775,000 tickets per month. For Baloto and Revancha, exploitation rights remain at a minimum of 24.5% of gross revenue, funds that flow directly into Colombia's public health system under the existing legal mandate.

The current concession, held by Operador Nacional de Juegos since 2022, expires in May 2027. Coljuegos has framed this regulatory update as preparation for the public tender that will select the next operator through a formal procurement process under Law 80 of 1993.
