The Irish Minister for Justice, Home Affairs, and Migration has announced five vacancies on the Appeals Panel under the Gambling Regulation Act 2024 for certain functions of the Gambling Regulatory Authority of Ireland.

Under the 2024 Act, the Minister is required to appoint at least five members of the panel, and one of them must be appointed as chairperson. The chairperson must be a practising barrister or a solicitor.

Sections 224 (3) and (4) of the 2024 Act provide that “the Minister shall have regard to the desirability that the members of the Appeals Panel possess knowledge of, and experience, qualifications, training or expertise in the areas’’ clarified below.

Candidates must have senior-level experience in one or more of the following areas: legal or compliance functions within a regulated profession or industry, gambling activities and consumer affairs.

Additional essential areas include the pathology and treatment of addiction (with particular reference to gambling addiction), information and communications technology or financial services.

This latest development coincides with a significant turning point for the gambling industry in Ireland. Following the passage of the Gambling Regulation Act 2024, a new, modern framework is being implemented across the sector.

Furthermore, Ireland is set to tighten gambling and crypto rules. The Government has officially published a new National Financial Crime Risk Assessment to strengthen anti-money laundering (AML) measures across both sectors.

The assessment, unveiled by Tánaiste and Minister for Finance Simon Harris and Minister for Justice, Home Affairs and Migration Jim O'Callaghan, includes a new 30-point action plan to strengthen Ireland’s response to financial crime risks.
