A city councillor in Cuiabá has introduced legislation seeking to prohibit advertising for online casinos, betting platforms and other virtual games of chance throughout the municipality.

The proposal also follows a similar move by Rio de Janeiro, which recently became one more major Brazilian city to ban betting advertising in public spaces. 

The measure extends to municipal events, Government campaigns and advertising displayed on public property, reflecting growing efforts by local authorities to reduce public exposure to gambling marketing.

Presented by councillor Dilemário Alencar, the proposal would ban the promotion, sponsorship and advertising of online gambling services across the city. The measure specifically targets influencers, artists, content creators, businesses and event organisers who promote betting-related products through social media, traditional media or other digital channels.

Under the proposal, any company operating in Cuiabá or individuals promoting gambling services within the city could be held liable for violations.

The bill establishes a graduated enforcement system. 

A first offense would result in a written warning, while repeat violations would trigger fines of BR10,000 ($1,954), with penalties doubling for subsequent breaches. 

Businesses could also face the suspension of their operating licenses for up to 30 days and be barred from signing contracts with the municipal Government for as long as two years.

If approved, the city’s Executive Branch would be responsible for establishing inspection procedures and enforcing the new rules.

The proposal must now pass through committee review before reaching Cuiabá’s City Council for a vote.

The councillor also referenced local figures suggesting residents of Mato Grosso spend around BR261m each month on online betting, including BR6.45m in Cuiabá alone, while 17% of the state’s adult population reportedly placed online bets during June 2024
