Procon Ceará, the consumer protection agency of the Brazilian state of Ceará, has found that online betting operator Select Operations failed to enforce a customer's self-exclusion from licensed betting platforms.
The agency fined the company BR$850,327 (US$165,800) after concluding that it allowed the customer to continue gambling despite being enrolled in Brazil's national self-exclusion system.
Select Operations operates the MMABET.bet.br platform. According to Procon, the customer requested a three-month self-exclusion through the federal self-exclusion tool in March, citing compulsive gambling. Under the program, the exclusion applies across all licensed betting operators for the selected period.
Despite the restriction, the customer was able to create a new account on the same platform and deposited BR$1,077 between April 8 and 10 while the exclusion remained in effect.
Procon concluded that the operator failed to prevent the registration and subsequent deposits, leading to the administrative penalty.
The operator argued during the proceedings that the complaint was filed only after the customer experienced unfavorable betting results.
According to Procon, the parties participated in a conciliation hearing but failed to reach an agreement, prompting the agency to issue the fine.
Registration for the system requires a CPF number and a verified gov.br account. Users can choose a temporary exclusion for a defined period or request an indefinite ban.
Licensed operators are required to recognize and enforce these exclusions across their platforms, making compliance a key responsible gambling obligation under Brazil's regulatory framework.
Since Brazil's Betting Law was enacted in late 2023, more than 10,000 lawsuits have been filed against betting companies. Withdrawal problems, blocked accounts and unilateral changes to platform rules account for the largest share of complaints, while 4,037 new cases were filed between January and May 2026 alone.
