International Entertainment Corporation (IEC) will launch its self-operated Phase Two Online Gaming business in the Philippines in mid-to-late November, expanding beyond the joint-operation model used during its first phase.
The Hong Kong-listed company will operate the platform under the LaVie Resort & Casino Manila name through its Philippine subsidiary New Coast Leisure Inc. (NCLI). Unlike Phase One, IEC will solely own, develop, control and manage the gaming systems, technology, equipment and platform.
Phase Two will include online table games (OTG), online slot machines (OSM) and electronic gaming systems (EGS). Live table games will be streamed from PAGCOR-approved areas and include Commission Baccarat, Super 6 Baccarat and Tiger Baccarat, while players will also be able to remotely access physical slot machines.
The platform will be limited to players located within the Philippines. IEC said it has implemented IP restrictions, VPN detection and other controls designed to block access from outside the country.
NCLI has obtained the provisional integrated resort casino license, electronic gaming license, Gaming System Administrator accreditation and other material approvals required for Phase Two. It has also paid the required performance cash deposit to PAGCOR.
An independent review identified two medium-risk internal control issues involving AML re-screening and betting time limits, but found no significant deficiencies. IEC expects the recommended enhancements to be completed around November, followed by a further review.
The company said the platform remains under final integration and testing ahead of its commercial launch.
The group has obtained the required PAGCOR licenses and accreditations
