Brazil's Finance Ministry has extended Caixa Econômica Federal's authority to operate the Lotex instant lottery for another 36 months from November 1, 2026.
The extension, published in the Official Gazette on October 30, can be renewed until an eventual concession winner begins operating the lottery.
The measure replaces a 2023 ordinance that gave Caixa a 24-month operating period. It maintains the state bank's role while setting out the conditions under which scratch tickets can be issued, distributed and sold.
The ordinance does not announce a new concession winner or set a date for private operation.
Under the new rules, Caixa must submit issuance and distribution plans to the Finance Ministry for approval before producing ticket series for physical or electronic sale. The extension therefore allows continued operation without automatically approving every new ticket plan or distribution arrangement.
Physical ticket resellers may charge customers an additional amount of up to 25% of the ticket's approved plan price to cover resale risk and alternative physical distribution channels. That additional revenue is excluded from the lottery collection base used for the transfers specified in the ministry's existing rules.
The ordinance also addresses football-club branding on Lotex tickets. A club must sign a specific agreement with Caixa before its name, crest or other identifying material can appear in an approved issuance plan.
Payments arising from the use of club identities are to be divided equally among the clubs included in those plans, subject to the statutory framework cited in the ordinance.
Caixa first issued Lotex tickets in November 2024 under the previous authorization, according to the bank's financial statements. The new 36-month period therefore extends a live operation rather than authorizing the instant lottery for the first time.
Lotex is a federal lottery product with its own legal framework, separate from the fixed-odds betting platforms affected by Brazil's recent provisional ban.
In August, Caixa Loterias updated its federal lottery product manual, changing rules for several other products. The latest ordinance concerns Lotex's operating term and distribution conditions specifically.
The previous Lotex authorization was issued under Finance Ministry Ordinance 1,646 in December 2023
