Former Tabcorp Chief Executive Elmer Funke Kupper has suggested that the Albanese Government consider updated regulations on gambling advertising. He noted that current exposure levels may influence participation among younger Australians.
Kupper, who departed his role in October 2018, stated that advertising in areas such as stadiums, team uniforms and in the hour before sports broadcasts could be reviewed as part of broader regulatory considerations.
Recent figures show that more than 600,000 Australians aged 12 to 17 participated in gambling activities over the past year. Among 18 and 19 year olds, participation reached 46%.
Data from the Australian National University indicates that 19.4% of adults are now gambling at levels classified as risky, the highest in six years. Annual per capita gambling losses are estimated at AU$25bn, reflecting the scale of gambling activity in Australia.
Independent and party-affiliated senators have emphasised the importance of reviewing existing frameworks. The review led by the late MP Peta Murphy continues to inform ongoing discussions on the scope of advertising regulation.
For context, the Albanese Government is reviewing potential restrictions on free-to-air gambling ads, including daytime sports but racing promotions may be exempt.
Communications Minister Anika Wells is consulting internally and with industry stakeholders, with legislation expected between late 2025 and early 2026 following feedback on timing and implementation.
Wells stated that the government is continuing to consult stakeholders as part of the review process, noting the importance of careful consideration.
