Paraguay’s gaming regulator reported its strongest revenue performance in a decade in 2025, reflecting sustained growth in regulated gaming activity across the country.
According to official figures released by the Comisión Nacional de Juegos de Azar, total revenue collection reached PYG 215.94bn ($29m) for the year, representing a 22.9% increase compared to 2024, when receipts totaled PYG 175.77bn. The result also exceeded the PYG 158.08bn recorded in 2023, confirming a consistent upward trend over the three years.
Monthly collections remained above PYG 15bn throughout 2025, a threshold that had previously marked a challenge for the regulator. Revenue showed steady growth during the first half of the year and accelerated during the second semester.
September posted the highest monthly figure at PYG 19.98bn, followed by October and November, which both exceeded PYG 19bn. December closed the year with PYG 18.17bn in receipts.
The regulator highlighted the consistency of monthly performance as a key factor behind the record annual outcome, pointing to stable revenue flows rather than isolated peaks. The figures encompass income generated from casinos, slot machines and other regulated gaming activities operating under the commission’s oversight.
Paraguay’s gaming market operates under a national regulatory framework, with the commission responsible for licensing, compliance and revenue collection across the sector. While the authority did not provide a breakdown by gaming segment or specify which verticals contributed most to the increase, the data indicates continued expansion of regulated operations.
The regulator also did not offer comparative regional figures. However, the 2025 results position Paraguay’s gaming revenue at its highest level since 2016, reinforcing the sector’s role as a growing source of public income under the country’s regulatory system.
