Romanian Member of Parliament Raluca Turcan has submitted two legislative proposals aimed at strengthening regulation of the country's gambling sector and protecting young people from potential harm.

The first proposal seeks to increase the minimum legal age for gambling from 18 to 21. Filed in Parliament on November 5, the initiative focuses on reducing the risks of financial and emotional distress among young adults.

Turcan described the 18-21 age group as a vulnerable stage in life when individuals begin their studies or careers and manage their first incomes.

She stated that raising the age limit would allow young adults more time to mature financially and emotionally. Turcan cited Portugal, Greece and Moldova as examples of countries where higher age limits have reportedly led to lower rates of early gambling addiction and debt.

The second proposal introduces stricter advertising rules for gambling companies, particularly for online platforms. It would ban gambling advertisements from being broadcast between 6 a.m. and midnight, hours when minors and young adults are most active online.

The legislation would also prohibit influencers, athletes and public figures from promoting gambling services. Turcan said the measure reflects a shift in how younger audiences consume content, noting that they tend to follow the behaviour of public figures rather than respond to traditional advertising.

If approved, the proposals would tighten Romania's gambling regulations and align them more closely with restrictions already adopted in several European countries.
