The Swedish Gambling Authority, Spelinspektionen, has proposed new regulations on technical requirements.
These will replace two existing regulations covering requirements and accreditation of inspection, certification and testing bodies, as well as technical rules on slot machines and automated casino gaming.
The regulator noted that technical requirements for slot machines and automated casino games need to be updated following the removal of the possibility of obtaining a state casino licence under the Gambling Act, effective 1 January 2026.
Requirements and accreditation rules for bodies responsible for controlling, testing and certifying gambling activities also need to be reviewed in light of upcoming changes to responsible gambling regulations.
As part of these updates, the Gambling Authority is merging the two regulations to simplify the framework and make it easier for market participants.
The current rules state that only players should be able to set their own deposit limits and login time. However, the proposed new responsible gambling regulations allow licence holders to suggest reductions in deposit limits and login time as part of their duty of care. As the two provisions conflict, Spelinspektionen argues that the existing rule should be removed.
The regulator also proposes removing the requirement that licensees must ensure that the holder of a payment method, such as a bank card or bank account, is the same as the holder of the gaming account. Spelinspektionen said it has been informed that this requirement cannot be met in practice, partly because banks do not provide the necessary information.
The proposed changes would affect accredited inspection bodies as well as applicants for gaming licences and existing licence holders under the Gambling Act.
