QuinnBet (Gibraltar) Limited has agreed to pay £609,104 ($830,787) after a Gambling Commission investigation found deficiencies in its anti-money laundering controls and systems for protecting customers from gambling-related harm.

The settlement followed a compliance assessment of the operator, which runs quinnbet.com. QuinnBet holds active British remote casino, real-event betting and virtual-event betting licences that have been in effect since September 2022, according to the Gambling Commission’s public register.

The regulator found that QuinnBet’s manual processes allowed some customers aged between 18 and 24 to spend above deposit limits established for that age group. Its controls also failed to identify indicators including high deposits, increasing stakes, rapid sessions and large betting volumes. 

One customer placed approximately 4,800 bets in one day and another 7,000 the following day without the activity being flagged. 

A separate customer increased stakes after a large win and wagered more than £215,000 in one day, including multiple bets exceeding £5,000. The activity was identified only when a report was generated the next day.

AML failings included delayed action where customer spending appeared disproportionate to known income. One customer submitted payslips showing monthly earnings of approximately £2,000 but was permitted to deposit and lose £9,000 within four days.

The operator also allowed some customers to deposit substantial amounts before establishing their source of funds and did not always submit Suspicious Activity Reports as soon as practicable.

The case comes as remote operators adjust to expanded financial safeguards. Mandatory light-touch financial vulnerability checks have applied at £150 in net deposits over a rolling 30-day period since February 2025. 

These checks use public records to identify indicators such as bankruptcy orders and unpaid debts, with operators required to assess the information and take proportionate action. 

The Commission is separately preparing a staged introduction of enhanced financial risk assessments for customers recording higher expenditure.

Gambling Commission Director of Enforcement, John Pierce, said: “We expect operators to ensure their safeguards are effective in practice to protect consumers and keep crime out of gambling.”

QuinnBet acknowledged the failings and introduced changes to its AML policies, monitoring systems and procedures for identifying and responding to indicators of harm.

The Commission has also examined how exposure to illegal lotteries on social media can affect consumers, finding that informal presentation and off-platform payment methods may obscure regulatory risks.
