The Social Gaming Leadership Alliance (SGLA) has responded to the introduction of House Bill 591 in Florida, which seeks to prohibit illegal gambling throughout the state, including the operation of social games and sweepstakes casinos.

"We strongly disagree with the categorization that social plus games that utilize sweepstakes promotions have anything in common with illegal offshore gambling operations. HB 591 laudably seeks to stop illegal gambling...but fails to account for how lawful promotional sweepstakes operate in Florida," SGLA Executive Director Jeff Duncan said.

"SGLA partner companies operate fully within Florida's sweepstakes, consumer protection, banking and financial transactions laws, and are committed to further regulations to ensure that social plus games remain a safe outlet for the millions of Florida adults age 21 and over seeking casual entertainment."

House Bill 591 was brought forth by Florida Representative Berny Jacques on December 2, although the legislation has not been sent for approval at the time of writing.

Duncan continued: "We look forward to continuing our constructive relationship with Florida's legislators and remain committed to ensuring consumers have access to legal, and compliant entertainment in the Sunshine State."

In May 2025, Florida House Bill 1467 and Senate Bill 1404, which would have criminalized and expanded government control over sweepstakes gaming, failed to pass through the state's legislation.

House Bill 591 appears to cover a wider array of gambling operations, such as slot machine gaming licensure, athletic contests with knowledge that results are prearranged or predetermined and certain offenses related to iGaming.

The legislation would go into effect on October 1, 2026, but needs to pass through the House of Representatives and Florida Senate prior to official approval.
