Local officials in Necochea, Argentina, are positioning the sale of the city's approved casino complex as a transformative opportunity for the coastal city, although the decision has drawn criticism over transparency and procedural concerns from incoming opposition council members.
Matías Sierra, Secretary of Productive Development and Tourism, said: "The sale of the casino is going to be the initial kick-off so that, once and for all, Necochea has the development it deserves, added to the fact that the former ACA beach resort was also concessioned."
Sierra described the approval as a key moment for the city, tied to wider waterfront redevelopment plans.
The optimistic outlook from municipal leadership contrasts sharply with criticism from Juan Cerezuela, an elected councilman from the liberal party La Libertad Avanza who assumes office on December 10. Cerezuela said: "We all agree that something has to be done, but then we saw how they downloaded a 100-page PDF one day at 7 in the afternoon, and the next day at 10 in the morning it had to be dealt with. That is not serious, it is improvisation, that is the old politics."
He added: "Our bloc wants to help the Mayor but for him to show us responsibility on the other side." The incoming councilman expressed support for finding solutions to the Casino Complex but questioned the rushed timeline for reviewing the transaction documents.
The Casino Complex has remained underutilized despite its prime location on Necochea's waterfront. Municipal officials view the sale alongside the recent concession of the former ACA beach resort as complementary initiatives to revitalize the coastal area.
The city has extended tourism office hours through the summer season in response to increased visitor activity and upcoming events including the Sur Cup international youth soccer championship in mid-December.
Transaction terms and development plans for the property have not been publicly disclosed.
The Casino Complex has a base auction price of about $9m, a figure local business leaders say is above typical market values in Necochea
