As Latin America enters a new phase of regulatory consolidation and competitive expansion, Argentina continues to present both structural complexity and long-term opportunity. For Betsson Group, the market has become a strategic pillar within its regional footprint.
Maximiliano Bellio, Managing Director Argentina/Paraguay, oversees operations across multiple provincial jurisdictions, including the Province of Buenos Aires, the City of Buenos Aires and Córdoba. He has more than 15 years of experience in digital businesses within regulated markets, with a background in performance marketing, commercial strategy and operational management, alongside a focus on compliance and responsible gaming standards.
Here, he explains how Betsson balances global scale with local agility, approaches investment decisions in markets evolving at different regulatory speeds and positions Argentina as an innovation hub capable of shaping the company’s broader Latin American strategy.
How do the operational realities differ between Argentina and other LatAm markets?
Unlike more mature and consolidated markets such as Peru and Colombia, Argentina represents a younger, high-potential environment with strong long-term prospects. For Betsson Group, Argentina is a strategic priority, both due to its industry relevance and the sustained growth of our local operations.
We have built a strong local organization to lead our activities across the Province of Buenos Aires, the City of Buenos Aires, and Córdoba. Operating across multiple provincial jurisdictions requires a high level of regulatory understanding and operational agility.
Our day-to-day operations are shaped by local regulatory frameworks, customer behavior and cultural nuances. We take a rigorous approach to compliance, governance and responsible gaming, ensuring local execution is always aligned with Betsson’s global standards, technology capabilities and sustainability commitments.
What does sustainable growth look like for Betsson across the region?
For Betsson, sustainable growth is inseparable from responsible gaming. Long-term value creation depends on protecting customers, operating transparently and managing strong relationships with regulators and local communities. Across all markets, we invest in robust, responsible gaming tools, customer protection mechanisms and responsible marketing practices. Growth is only meaningful if it is built on trust and accountability.
In Argentina, this commitment was recently recognized with a Martín Fierro award for our responsible gaming campaign developed in collaboration with Boca Juniors players. The campaign demonstrated how sports partnerships can be leveraged not only for brand visibility but also to promote responsible behavior and regulated play.
Sustainable growth also means investing in local talent, strengthening technology infrastructure and building brands that resonate authentically with local audiences.
How do you approach investment decisions in markets that evolve at different regulatory speeds?
Investment decisions are driven by Betsson Group’s central leadership, supported by comprehensive market analysis, regulatory assessments and long-term strategic planning. Local teams play a critical role in providing insight, operational feedback and execution excellence.
Our model combines centralized strategic direction with strong local expertise. Continuous dialogue across markets allows us to share learnings, align best practices and adapt quickly to regulatory developments.
This balance between global scale and local agility enables us to deploy technology, marketing capabilities and compliance frameworks efficiently while respecting the specific characteristics of each jurisdiction.
Which technologies or tools are becoming essential for operating across multiple jurisdictions?
Mobile-first product development is essential. Optimizing the mobile experience, ensuring fast load times and delivering seamless payment solutions are now baseline expectations. Equally important are robust compliance systems, advanced security frameworks and data-driven tools that enhance customer protection. Technology must support both growth and governance. With strong sports partnerships and a digitally engaged customer base, the country serves as an innovation hub for product, marketing, and customer experience initiatives that can later be replicated across the region
What trends do you expect to shape the Latin American market over the next five years?
Over the next five years, we expect Latin America to be defined by three key drivers: regulatory maturation, deeper localization and stronger brand integration within the broader entertainment landscape.
Brazil will naturally play a dominant role due to its scale and newly regulated framework. Peru continues to demonstrate regulatory maturity and stability. Argentina is consolidating its position as one of the region’s most strategically relevant markets, with strong digital adoption and a deeply rooted sports culture. Localization will become increasingly sophisticated, not only in marketing but also in product configuration, content, partnerships and user experience.
Brands will evolve from being perceived purely as gaming platforms to becoming broader digital entertainment ecosystems. Innovation, responsible communication and multi-channel engagement strategies will define the next stage of regional growth.
Brazil has now established a clear regulatory framework and scale for the region. How far behind is Argentina by comparison, and what potential do you see in those markets once they fully legalize?
Both Brazil and Argentina (except for some jurisdictions) operate under clear regulatory structures, although they differ significantly in governance models.
In Argentina, regulation is managed at the provincial level. This creates operational complexity but also enables tailored market approaches. In Brazil, regulation operates at a federal level with additional state dynamics, providing scale but introducing its own implementation challenges.
Brazil’s size makes it a regional point in terms of volume and international attention. However, neither market has reached full maturity. Ongoing regulatory refinements and market adjustments are part of the natural evolution of newly regulated environments.
Argentina plays a fundamental strategic role for Betsson Group. With strong sports partnerships such as Boca Juniors and Racing Club and a digitally engaged customer base, the country serves as an innovation hub for product, marketing, and customer experience initiatives that can later be replicated across the region.
Argentina operates under a fragmented, province-based regulatory system. From an operator’s perspective, do you think a federal gambling law would improve market stability and enforcement, or does the current model still offer strategic advantages?
Argentina’s provincial system requires operators to adapt products, approvals and campaigns to each jurisdiction. A game or feature authorized in one province may not yet be available in another, requiring careful coordination of regulatory, technical and marketing processes. This fragmentation increases operational complexity and resource allocation. However, what ultimately matters most is regulatory clarity, consistency and sustainability.
We believe that, over time, there may be greater harmonization across provinces in areas such as responsible gaming, security standards and consumer protection. Increased alignment would enhance operational efficiency while strengthening overall market integrity.
Betsson Group remains committed to constructive dialogue with regulators, contributing international experience and best practices to support a transparent, well-governed and sustainable industry in Argentina.
