The Province of Buenos Aires has taken a new step in reshaping its regulated online betting market by allowing horse racing agencies to operate as official registration channels for licensed digital gambling operators.
The measure was approved by the Provincial Institute of Lotteries and Casinos (IPLyC) and represents the first formal bridge between the province’s long-standing turf network and its online betting framework.
Under the new rules, horse racing agencies will be permitted to offer customers the ability to register as online bettors for any licensed operator authorized to operate in the province.
The decision follows sustained lobbying by the Argentine Chamber of Turf Agencies (CAAT), which argued that technological change and the rapid growth of online gambling were eroding the commercial relevance of physical racing outlets.
The resolution acknowledges that the expansion of digital platforms and the use of interactive and telematic channels to attract bettors make it “essential” to broaden the scope of activities available to turf agencies.
By enabling them to participate directly in the online registration process, the regulator aims to integrate traditional betting channels into the modern digital ecosystem rather than allowing them to be sidelined.
To operate under the scheme, agencies must enter into adhesion agreements with licensed online operators, either directly or via CAAT, which may act on their behalf. These agreements will not be exclusive, meaning agencies are free to partner with one, several or all licensed operators that request access.
The regulator made clear that it will not intervene in the commercial relationships between operators, agencies and CAAT, explicitly distancing itself from any contractual disputes that may arise.
The Institute will also establish branding and advertising guidelines to ensure consistent promotion across the turf network.
The measure was signed by IPLyC President Gonzalo Atanasof and published in the provincial Official Gazette.
