Caixa Loterias has published a new version of the Product Manual - Caixa Lotteries, consolidating regulatory provisions governing the federal lottery portfolio in Brazil.
The update was announced through the Government’s Union Diary and replaces the previous version of the document issued in September 2025.
The manual outlines rules covering definitions, product modalities, sales channels, prize structures, revenue allocation and draw procedures for federal lotteries, including sports-prediction games and traditional ticket lotteries.
One of the main changes is the introduction of Bolão betting for Loteca.
A ‘Bolão’ in Brazil is a collective betting format in which a group of players combine funds to place a single wager and divide any winnings proportionally among participants. The model already exists in several Brazilian lottery products and is particularly popular among players seeking to increase the size of their bets through shared participation.
Loteca itself is a long-standing Brazilian sports-prediction lottery in which players attempt to forecast the outcomes of a selection of football matches. The game forms part of the federal lottery portfolio administered by Caixa Econômica Federal through its lottery subsidiary.
In addition to the Bolão update, the new manual also includes changes to the commercialization of the Instantânea Digital, Brazil’s online instant lottery product. The revised rules also allow for the sale of physical tickets for the instant lottery, expanding access beyond digital channels.
Earlier this year, Febralot criticized the Federal Government’s decision to suspend the launch of the proposed BetCaixa sports betting platform operated by Caixa, warning that the delay could strengthen the illegal betting market and lead to more than BR10bn in lost tax revenue annually.
