Kazakhstani President Tokayev has signed a law establishing four new gambling zones in the country. In addition to the existing zones in Kapchagay and Burabay, new gambling areas may be created in the Mangystau, Zhetysu, Almaty and East Kazakhstan regions.
The responsibility for selecting specific sites lies with the akimats, the primary regional executive bodies.
The rules for entry have been clarified. Only foreign bettors and individuals performing work-related duties are permitted inside casinos. Currently, casinos in Kazakhstan operate in just two zones, where both Kazakh citizens and foreign players are allowed entry.
First discussions on additional gambling zones in Kazakhstan began in late 2025. Back then, Minister of Tourism and Sports Yerbol Myrzabosynov stated: "These zones have been defined today, and they may even expand further in the future."
According to Myrzabosynov, each new casino is expected to generate between KZT 2bn and KTZ3bn ($4m–$6m) in annual tax revenue and create approximately 500 jobs.
Recently, Kazakhstani Deputy Amangeldy Yesbay clarified that clearly defining the boundaries of gambling zones and introducing environmental restrictions will ensure the sector's systematic development without harming natural and cultural heritage.
Yesbay announced that gambling establishments will receive legal status as independent tourism facilities.
In addition to expanding legal offer, Kazakhstan has been ramping up operations to tackle the illegal market. Recently, authorities have dismantled an illegal online gambling operation reportedly generating over KZT 3.1bn.
Authorities alleged the group ran and promoted illegal online casinos, sports betting and esports services without authorisation, offering more than 11,000 gambling products.
