Cambodia’s Commercial Gambling Management Commission (CGMC) has revoked the casino licence of Casino Ying Huang in Preah Sihanouk province following an investigation into alleged online scam operations and other illegal activities.
The commission confirmed that Casino Licence No 248, originally issued on August 6, 2024 to Salient Ventures Co Ltd, was officially revoked under Decision No 041 dated May 28. The casino is located in Village 4, Sangkat No. 4, Sihanoukville.
The action follows a coordinated enforcement operation conducted on May 23 and 24 under the supervision of the Prosecutor’s Office attached to the Preah Sihanouk Provincial Court of First Instance. The joint operation involved the CGMC, the Unified Command of the Preah Sihanouk Provincial Administration and the General Commissariat of National Police.
Authorities detained 66 individuals during the raid, including 64 Chinese nationals and two Cambodian nationals. Law enforcement officers seized 987 computers, 428 mobile phones, a handgun and related materials, along with numerous packages of narcotic drugs.
The suspects have been transferred to the Preah Sihanouk Provincial Gendarmerie Command for further legal proceedings. Confiscated items remain in official custody pending additional procedures.
The CGMC stated that the licence revocation was based on findings from the operation and was implemented in accordance with national gambling regulations. The commission also warned casino owners and operators to strictly comply with Cambodian law and avoid involvement in online scam activities or any other illegal conduct.
The regulator reaffirmed its commitment to working with relevant authorities to inspect and take action against any licensed operator suspected of engaging in unlawful activities, particularly online scams.
The revocation was carried out under Cambodia’s Law on Commercial Gambling Management and follows Royal Government Command No 01 issued in July 2025 targeting online scams
