A legislator in Argentina's Tierra del Fuego province has introduced a bill to create a permanent mental health fund.

The proposal would be financed through revenue from gambling and other activities linked to problematic consumption, including online betting, tobacco and alcohol.

Matías Lapadula, a legislator for the Provincia Grande bloc, presented the proposal to establish a Provincial Mental Health Fund. The proposal would establish a dedicated funding mechanism for provincial mental health services, replacing what Lapadula described as a fragmented financing model.

Lapadula said: "Mental health cannot continue to depend on isolated responses or on whatever resources happen to be available at any given moment. We need a sustained policy, with its own budget, planning and territorial presence to guarantee adequate care for those who need it."

The bill targets several service gaps, including the progressive rollout of round-the-clock mental health emergency coverage at hospitals in Río Grande, Ushuaia and Tolhuin, expanded inpatient capacity, new outpatient and community care facilities, and suicide prevention and substance use programs. Funding would also cover equipment purchases and infrastructure works at hospitals, health centers and municipal facilities.

The proposal would allocate contributions from activities associated with problematic consumption to the communities affected by them. 

He added: "We propose that part of the revenue generated by activities linked to problematic consumption returns to the community in the form of prevention, treatment and support.”

The bill dedicates specific attention to digital gambling addiction among young people, which he described as a growing public health concern driven by the accessibility of betting platforms via mobile devices. 

He also referenced the ongoing FIFA World Cup as a factor likely to expand youth exposure to online betting. 

Municipal governments with public mental health services would be eligible to access fund resources and participate in provincial planning and oversight under the bill's provisions.
