Macau's Gaming Inspection and Coordination Bureau (DICJ) has confirmed that the Mocha Grand Dragon slot venue will cease operations at 11.59pm on November 24, marking the latest development in the satellite casino transition process mandated under Law 7/2022.
The three-year transition period ends on December 31 2025, requiring all satellite venues to either align with the revised legal structure or discontinue operations.
According to the statement, the decision was made by Mocha Grand Dragon in consultation with its concessionaire Melco Resorts following an assessment of business conditions. The DICJ said it will strictly supervise the shutdown to ensure every step is carried out safely and in accordance with statutory requirements.
On the night of closure, DICJ officers will monitor the full process on site, ensuring that Melco implements the approved termination plan. This includes the orderly handling of cash, any outstanding slot jackpot pools and unredeemed machine vouchers.
The regulator stated that it has been coordinating closely with relevant government departments to ensure a smooth process.
Mocha Grand Dragon has 44 employees, all under Melco. The DICJ has said it is working with the Labour Affairs Bureau to ensure Melco fulfils its commitments to properly place staff according to the previously submitted plan, safeguarding their pay, benefits and working conditions.
The shutdown follows two satellite venues that closed in late October. Emperor Palace Casino ended operations on October 30 after discussions with its concessionaire SJM Resorts, while Waldo Casino closed on October 31 after arrangements with concessionaire Galaxy Entertainment Group.
These closures, and two in September, were overseen by the DICJ under the same regulatory framework, including on-site supervision and employee placement requirements.
The DICJ said it will continue coordinating with concessionaires and government departments to support the healthy and orderly development of Macau's gaming industry.
