Uruguay's largest casino operators have joined forces to create the Uruguayan Chamber of Operators and Casino Services and Spaces (CUOASEC), a new industry body designed to strengthen collective representation and support long-term regulatory development.

The chamber brings together Codere, Enjoy Punta del Este, the Radisson Victoria Plaza, the casinos of Rivera and Salto and the Santa Cristina venue in Durazno, marking the first time that major private operators in the sector have coordinated under a single institutional structure.

According to the founding statement, the chamber was established with the purpose of "strengthening institutional representation" and actively contributing to "the construction of a modern, transparent and sustainable regulatory framework."

The operators highlighted that a unified voice is increasingly necessary as Uruguay's gaming framework faces pressure to adapt to new technologies, evolving consumer behaviour and growing expectations around responsible gambling and state oversight.

Luis Alberto Gama, who previously served as a key figure in Uruguay's regulatory environment as President of Ibero-American Corporation of State Lotteries and Betting and a World Lottery Association's Executive Board Member, has been appointed executive secretary.

He will lead the chamber's strategic agenda, focused on institutional coordination, high-level dialogue with authorities and the promotion of policy discussions aimed at supporting the sector's transformation.

Gama's experience positions the chamber to take a proactive role as the country weighs adjustments to advertising rules, online gambling supervision and the financial sustainability of land-based operations.

Earlier this year, the national Government urged media outlets to stop airing advertising from unlicensed operators, reinforcing the need for clearer regulatory boundaries.

With the creation of the chamber, Uruguay's casino operators signal their intent to take part in shaping these upcoming debates.
