Pasig City has implemented a sweeping ban on gambling advertising in public spaces after Mayor Vico Sotto signed a new ordinance regulating promotional activities, according to The Manila Times. The measure is intended to prevent repeated exposure to ads that may encourage residents to return to gambling.

Ordinance 26, series of 2025, prohibits outdoor advertisements including billboards, transit ads on tricycles, pedicabs and public utility vehicles, building wraps, posters, LED screens, leaflets, brochures and flyers. The promotion of gambling is allowed only within licensed casinos and authorized betting outlets.

Mayor Sotto said the ordinance is a preventive measure aimed at reducing behavioral triggers. He noted that repeated reminders and aggressive promotions have contributed to addictive gambling habits. While individuals who voluntarily seek gambling activities are making their own choices, he said, public advertising can influence those trying to stop.

The new rules also prohibit gambling operators from sponsoring or donating to city-organized educational, sports, cultural, religious or art events. However, operators may still participate in community activities under corporate social responsibility, provided that distributed materials do not include the company's name or branding.

The ordinance was developed following consultations with private sector representatives, faith-based groups, mental health professionals and local law enforcement. Councilor Paul Senogat, who authored the ordinance, said gambling has harmful effects on families, especially lower-income households, and can worsen mental health conditions.

Senogat thanked the Pasig City Council for approving the measure and highlighted Mayor Sotto's direct involvement in the legislative process. He also acknowledged Councilor Tobit Cruz of Taytay for contributions made during drafting.

Pasig officials said enforcement will continue and that the measure aligns with wider national policy shifts, including the ban on offshore gambling activities and prosecutions tied to related crimes.
