Brazil’s Ministry of Finance has appointed Carlos Renato Xavier de Resende as Subsecretary of Monitoring and Enforcement at Brazil’s regulator, the Secretariat of Prizes and Betting (SPA-MF), according to a notice published in the Official Gazette on 30 April.

Resende replaces Fabio Macorin, who has been reassigned as Deputy Secretary of the SPA. The change forms part of an internal restructuring within the regulator, which oversees the country’s fixed-odds betting market.

Prior to his appointment, Resende served as General Coordinator for Anti-Money Laundering Monitoring at the SPA. His background is rooted in financial intelligence, asset recovery and anti-money laundering (AML) enforcement, with experience across multiple public institutions.

According to local Brazilian outlets, between 2020 and 2021, he led the Data Analysis Unit within the Federal Police’s Financial Crimes Division. He later coordinated Brazil’s National Network of Technology Laboratories Against Money Laundering (REDE-LAB), a program linked to the Ministry of Justice focused on applying data and technology to financial investigations.

During his tenure at REDE-LAB, Resende worked on strengthening cooperation between enforcement bodies, the Central Bank and financial sector representatives. 

His career also includes collaboration with institutions such as the Federal Police, Public Prosecutor’s Office, COAF, Central Bank and Federal Revenue Service, with a focus on identifying emerging financial crime typologies and improving compliance frameworks.

Resende has also been involved in training initiatives, teaching financial investigation and intelligence analysis at Brazil’s National Police Academy and contributing to national anti-corruption and AML training programs.

The Secretariat of Prizes and Betting has also recently appointed Daniele Correa Cardoso as its new Secretary.
