The Netherlands Gambling Authority (KSA) has imposed a fine of €4.23m ($4.93m) on Starscream Limited for offering illegal online gambling services to Dutch players. 

The sanction relates to the operation of the websites rantcasino.com, allstarzcasino.com and sugarcasino.com, which were accessible from the Netherlands despite the operator lacking a local licence.

According to KSA, players in the Netherlands were able to register accounts, deposit funds and participate in gambling activities on the sites during the investigation period. 

The regulator found that no effective technical measures were in place to block Dutch customers, even though Starscream Limited, which is based in Saint Lucia, is not authorised to offer gambling services in the Dutch market. 

The company had previously been penalised for similar violations.

The Netherlands operates a regulated gambling framework designed to provide enhanced player protection and oversight. KSA noted that illegal operators typically fail to meet these standards, citing examples from the Starscream platforms such as the absence of visible age verification checks and the availability of autoplay features, which are prohibited due to their potential to encourage excessive play.

Commenting on the matter, KSA Chair Michel Groothuizen stated: "The KSA has a wide range of tools at its disposal to tackle illegal providers. Imposing administrative fines is one of them. 

“Although collecting such fines presents challenges, particularly for parties outside the EU, with these fines we continue to send the message that we are taking a tough stance against illegal offerings in the Netherlands."

The penalty follows recent KSA enforcement activity, including integrity investigations that resulted in three gambling policymakers leaving their positions in December 2025, and governance restructuring that took effect January 2026 under a revised board model led by Groothuizen. Just earlier today, KSA also fined ComeOn Casino €750,000 for duty of care violations.
