Brazil’s Chamber of Deputies will hold a public hearing to discuss the impact of fixed-odds betting platforms on the country’s economy and public health system.

The debate, organised by the Chamber’s Economic Development Commission, was requested by Congressman Vander Loubet, with support from lawmakers Helder Salomão, Lindbergh Farias and Zé Neto.

According to Loubet, betting platforms are operating through “intensive advertising strategies” that are increasingly affecting household finances in Brazil.

“There are consistent indications that the growth of this market is absorbing an increasingly large share of family income, especially among vulnerable groups, with impacts on indebtedness and indirect effects on consumption,” the congressman stated.

The hearing will also examine the impact of gambling addiction on Brazil’s public healthcare system, including rising demand for mental health treatment linked to compulsive betting behavior.

Material presented alongside the hearing request included data suggesting that 86% of bettors accumulate debts, while 64% reportedly have negative credit records. Another 63% said gambling compromises a significant portion of their monthly income.

The documents also highlighted symptoms associated with gambling addiction, including anxiety, depression, insomnia, irritability, social isolation and indebtedness.

Additional figures cited during the presentation showed Brazil becoming the world’s fifth-largest betting market in 2025, with estimated sector revenue of $4.14bn.

Recently, Brazil’s Institute of Geography and Statistics (IBGE) confirmed that betting expenditure will now be formally included in the country’s Family Budget Survey (POF), one of the nation’s main economic studies. 

The survey influences inflation calculations, GDP consumption data and broader economic policy analysis, reflecting the growing economic relevance of the betting sector in Brazil.
