Colombia's gambling regulator Coljuegos received a score of 4.93 out of 5 in audits covering 2024 and 2025 conducted by the Contraloría General de la República, the country's top fiscal oversight body.
The Contraloría cited the agency's efficiency, transparency and administration in its management of the state's gambling monopoly.
The audits found Coljuegos improved its accounting standing, moving from a qualified opinion in 2024 to an unqualified opinion in 2025.
Marco Emilio Hincapié, President of Coljuegos, said: "This result confirms the soundness of our financial statements and budget management, and demonstrates that we have operated in accordance with public accounting and budget regulations."
According to Coljuegos, revenue directed to Colombia's health system rose from COP753bn ($188m) in 2022 to COP1.06tr in 2025.
The audit also highlighted enforcement measures Coljuegos said were central to protecting its regulated market from illegal operators. These included the use of artificial intelligence tools to monitor betting platforms, the blocking of more than 55,000 illegal betting websites in coordination with Colombia's information and communications ministry, MinTIC, and the creation of the RIC, a registry for importers of gaming equipment.
Hincapié said: "We have achieved our goal of establishing Coljuegos as a benchmark for integrity in the management of public resources." He added that the results mark the beginning of a new chapter for an industry that contributes to Colombia's subsidized healthcare system.
The audit also credited Coljuegos with creating a Unified Registry of Importers (RIC) as part of its anti-illegal gambling efforts
