The Victorian Gambling and Casino Control Commission (VGCCC) has launched a new three-year strategy focused on technology, data and early intervention. The plan outlines how the regulator intends to oversee Victoria's rapidly evolving gambling industry through to 2029.

Under Strategy 2029, the regulator said it will prioritise identifying gambling-related risks earlier, directing regulatory resources towards the areas experiencing the greatest levels of harm and strengthening oversight of operators as new gambling products and technologies continue to emerge.

Chief Executive Officer Suzy Neilan said technological innovation was reshaping how consumers engage with gambling, with new online products, payment methods and promotional tools making gambling more accessible while creating fresh regulatory challenges.

She said the VGCCC would respond by making greater use of technology, research, intelligence and data to detect emerging risks sooner and take proportionate regulatory action before problems escalate.

Rather than applying a broad regulatory approach, the strategy commits the commission to concentrating enforcement, education and harm minimisation initiatives where they are expected to deliver the greatest impact. The regulator also plans to draw more heavily on community feedback and lived experience to improve its understanding of gambling harm and shape future policy.

Alongside harm prevention, the strategy outlines plans to strengthen industry accountability by ensuring operators meet both their legal obligations and their broader social licence to operate. The commission said it would continue to take action where standards fall short while remaining transparent about its regulatory priorities and decisions.

Internally, the VGCCC also intends to invest in organisational capability by improving leadership, strengthening technical expertise and equipping staff with better systems and technology to support more effective regulation.

The strategy will be delivered in three phases through to 2029. The first year will focus on strengthening the regulator's foundations and sharpening its priorities, followed by greater integration of technology and stakeholder engagement in the second year. 

By the final year, the VGCCC expects to demonstrate measurable improvements in harm reduction, earlier risk identification and a more proactive, evidence-based regulatory approach.
